What are we looking for in a Chief Human Resources Officer?

The Chief Human Resources Officer is responsible developing and executing human resources strategy in support of the overall business plan and strategic direction of the organization to include all aspects of employment, such as recruitment, retention, compensation, benefits, talent and performance management. Serves as a resource to resolve performance issues and facilitates communications to improve employee relations. Provides organizational wide employee relations support to the divisions and teams.

CHRO duties may include:

  • Provides direction, supervision, coaching, training and regular performance feedback to build employee skills and support progress toward goals.
  • Creates training and development plans to support new employees to be successful.
  • Assists with the development of the team budget and monitors budget throughout the year.
  • Monitors program plan adherence to ensure quality service delivery.
  • Collaborates with the Human Resources Department on hiring, retention and corrective actions.
  • Communicates relevant matters to direct reports timely and effectively.
  • Initiates and maintains projects or programs consistent with policy.
  • Effectively and legally interviews applicants and makes appropriate staff selections.
  • Follows policies and procedures for corrective action relating to staff performance.
  • Provides sound supervision to all direct reports that includes appropriate and frequent performance feedback.
  • Supports employees in skill development and goal attainment.
  • Completes performance evaluations in a timely and thorough manner.
  • Appropriately utilizes the Human Resources Department as needed and required.
  • Oversees benefit plans to ensure that they meet industry standards and are cost effective. Ensures the retirement plans operate within the plan descriptions and receive successful audit reviews. Recommends enhancements to agency provided benefits to improve employee satisfaction and retention.
  • Develops talent acquisition strategies to build strong pipelines for hiring needs. Develops and manages recruitment initiatives, including sourcing, interviewing, hiring, and onboarding. Ensures that recruitment efforts are effective and fiscally responsible and that hiring, onboarding, and management procedures are effective for diverse groups.
  • Assists leaders in performance management, talent development, and corrective action as needed. Conducts investigations of employee misconduct and makes recommendations to the Chief Executive Officer regarding employee terminations.
  • Establishes and implements initiatives that effectively communicate and support the organization’s mission and strategic vision. Participates in short- and long-term strategic planning for the organization and assists in operationalization of strategic goals. Ensures that department initiatives are aligned with business objectives.
  • Oversees employee compensation to ensure equitable practices and consistent standards.
  • Conducts studies and monitors trends on employment related statistics such as satisfaction, turnover, compensation, benefits, etc. Maintains required data and human resources metrics and prepares, submits, and/or presents required reports.
  • Ensures all employment practices comply with federal, state, and local regulations. Provides guidance in interpreting employment laws, rules, and applicable regulations. Maintains a working knowledge of all applicable employment laws. Protects the interest of the agency and employees in accordance with agency policies and applicable laws and regulations.
  • Liaises across the entire organization on all matters concerning employees while ensuring the support of the organization’s mission, core values, equity, and inclusion.

Qualifications:

  • Bachelor’s degree in human resources or related field
  • Five years related experience, preferably in the healthcare industry
  • Two years of supervisory experience or an equivalent combination of education and experience.
