We seek a highly skilled and experienced professional to take on the responsibilities of Superintendent, Quality Control Manager, and Site Safety and Health Officer concurrently. Terra provides the tools, support, and leadership needed to succeed in this dynamic role.

Position Description:

The Federal Superintendent/QCM will lead project execution, ensuring safety, quality, and schedule compliance while maintaining client satisfaction. As the project site caretaker, the successful candidate will:

  • Direct daily construction operations, ensuring adherence to project schedules, budgets, and quality standards.
  • Oversee and implement the Quality Control Plan, conduct inspections, and document compliance with specifications and standards.
  • Manage site safety by enforcing OSHA, USACE EM 385-1-1, and other safety regulations, conducting training, and maintaining a safe work environment.

Reporting directly to the Project Manager and supported by the General Superintendent and Safety Director, the candidate must excel in leadership, organization, time management, and communication.

Office Assignment:

The primary office is in Chantilly, Virginia.

Geographical Region:

The successful candidate will support projects primarily in the Washington, D.C. metropolitan region, with potential assignments in Maryland, Virginia, Pennsylvania, West Virginia, and the Mid-Atlantic area.

Position Qualifications:

  • Experience:
  • Minimum 5-10 years of demonstrated field experience in construction roles, such as tradesperson, foreman, field engineer, or superintendent.
  • Experience managing projects ranging from $250K to $5M; experience with larger projects is preferred.
  • Federal or Department of Defense (DOD) project experience is required.
  • Skills:
  • Strong understanding of construction plans, specifications, and quality standards.
  • Proficiency in MS Office; Procore experience is a plus.
  • Exceptional leadership, organizational, and problem-solving abilities.
  • Effective communication and client service skills.
  • Certifications (Required):
  • U.S. Army Corps of Engineers Construction Quality Management for Contractors (CQC).
  • OSHA 30-Hour Certification.
  • First Aid/CPR Certification.
  • Other Requirements:
  • Must be a U.S. citizen and possess a valid driver’s license.
  • Eligibility to obtain a DOD contractor background check for access. This is not a Security Clearance position.
  • Experience with LEED, Design-Build, Historical Preservation, AT/FP, and ASHE standards is a plus.
